He's not the best thief in the Underground by any means, but he certainly seems to be among the fastest and strongest. There are, of course, the occasional whispers about him being the Ripper's kid, though the rumors are never confirmed or fully disproved. What Levi's operations seem to lack in planning and risk or consequence evaluation, he makes up for by his uncanny, frankly outright terrifying ability to turn any fight that breaks out in his favor.
Of course, there's downsides to that. The more fights happen, the more attention the Military Police start paying to that neighborhood. They may not be a huge threat by themselves, but it's still annoying, especially if their numbers start increasing.
Levi gives them the slip and works in a different part of the city for a while to throw them off. It seems to work, for the most part, but of course the residents of that area aren't too happy with him as result.
He expects some more scuffles over territory, perhaps, or maybe somebody tipping off the pigs to his location.
What he definitely doesn't expect is to find someone at his door one morning. A young man, tall and blond (attractive), cleanly dressed as far as possible in their circumstances (acceptable), though Levi thinks he sees several more men lurking in the shadow under the nearby bridge (suspicious). He keeps the door cracked only a little bit, just enough to sort of glare daggers at his visitor.
Farlan had definitely heard of the new thief in the neighborhood. Whenever that happened there were two distinct options: either deal with the competition and make sure they know who the people in charge of this area are or recruit them into one of your people. It all depended on the skills.
This guy? Definitely was someone he wanted to recruit. All the rumors and sightings pointed out to him being top of the class. Farlan could easily provide him with the things he was lacking while he got more strength and effiency. It was a win-win, right?
Which is why he's at the guy's door, smiling all polite and cheer.
"I came to welcome you to the neighborhood, obviously. What kind of a neighbor would I be if I didn't?"
There are definitely suspicious guys lurking nearby. Just a precaution, should things go south.
The smile is not being returned at all, unfortunately; if anything, his potential new hire looks irritated to be spoken to.
"News travel slow, huh? I've been here for weeks."
And he's just being rude at the welcoming, too. Not that he's wrong in assuming that's not the main reason for this visit; the goons confirm it, and Farlan confirms it himself a moment later when he continues talking.
Levi's eyes narrow slightly, unconvinced. An offer? There were two main types of offers around here, either the offer of money to do something uncouth, or a whole-ass threat for any reason at all; he wonders which it is. A new job, maybe, or someone unhappy that he's been encroaching on their territory again.
"Eh, I just left some room for you to settle in. We noticed fast", Farlan says with a shrug, all cheers. Really, Farlan had wanted to see what the newcomer would do and he hadn't been disappointed.
"I want you to join me and my group. We could use a talent like you. Of course we share everything we get, but in return you'll always know where the best goods are."
He doubts this would be an easy convinving, but he'll throw the offer out first before trying to butter him up (keyword being trying).
He may or may not have proven that he needs some help with the big picture, or thinking things through, but of course Levi himself doesn't think of it. As far as he's concerned, he's doing fine, just fine, and if anybody comes after him, he'll handle it then.

"All I'm asking for is a chance to show you how we work and then you can make a decision. How about it? If we're not up to your standards I'll leave you alone."
Levi lets out a small annoyed sound, as he glances down to see what's the hold up and finds, of course, this nuisance's foot lodged in it. For a few moments, he considers slamming the door on it harder, possibly making the guy regret it, but something stops him.
